The Director of Engineering’s role:

ROLE AND RESPONSIBILITIES:

The Advisor/COIN SME provides instruction, subject matter expertise and assessment in accordance with the USMC T&R Manual NAVMC 3500.59 on Security Force Assistance (SFA), and Advisor Course Descriptive Data (CDD)/Program(s) of Instruction (POI). Training to be provided focuses on the advisors’ requirement to transfer professional military skills and develop the capacity to mentor, nurture, and provide assistance to foreign security forces in a COIN environment. Training shall emphasize the requirement to understand and accept the advisor’s role to serve as his foreign nation counterpart’s alter-ego; to develop his self-confidence, military prowess, reasoning, and decision-making skills always being aware that the advisor’s principle objective is to support the successful completion of the foreign nation counterpart’s plan not the execution of the advisor’s plan. Training includes instruction on methods to establish relationships with people from other cultures, including the importance of language in building those relationships with foreign counterparts.

Provide instruction to Military Advisor Teams, other Advisors and/or Marines on Foreign Internal Defense (FID) skills and develop their ability to train indigenous forces on those skills. Instruct and guide Advisor students on how to evaluate the abilities of their counterparts and provide training to those foreign security forces. Topics of instruction may include COIN, means of influence, advisor skills, instructor training, advisor team member roles and responsibilities, structure of the Afghan National Security Forces and other non-kinetic skills courses that will be developed by the government with the technical input of the contractor. Provide subject matter expertise in one or more of the following; Vehicle Mounted Ops, IED identification and countermeasures, tactics, weapons employment, medical care, and tactical communications. Observe training, act as an observer/controller, support practical exercises and assist in assessments of Advisor student performance. Assist in exercise scenario development. Develop new training materials and revise existing classes, as required including focus on advisor mentorship and instruction of foreign security forces. Assist in the development, update and organization of lesson plans in accordance with the USMC Systems Approach to Training (SAT) User’s Guide. Provide technical input in development and updates of curriculum, POI and training materials for the courses of instruction.

Develop, update, and organize lesson plans and materials as required. Assist in lesson plan maintenance and update improvements. Provide instruction on requirements for transition team Force Protection (FP) and Anti-terrorism (AT) training unique to operating with foreign security forces and away from US bases. Develop Advisor expertise in identified, specialized skills previously stated, within six months. Performance of duties shall be in a combination of classroom and field conditions.

REQUIRED SKILLS, EXPERIENCE AND EDUCATION:

The Advisor/COIN SME Training requires that SMEs possess the skills and be authorized to handle and fire weapons for safety and demonstration purposes; possess hard military skills and Advising skills; have a basic competency in using standard MS applications, including Excel, Word, Power Point and Email); possess a strong functional professional military background (as an E-6 or above) in one or more of the following skills: Counter-insurgency operations, foreign military advising; possess a High School diploma; certification as Marine Corps Range Safety Officer (RSO) and be a graduate certificate from DOD-sanctioned advisor-specific training or other training with focus on COIN and FID, Vehicle Mounted Operations/IED identification and countermeasures, tactics, weapons employment, medical care, or tactical communications.

Counterintelligence (CI) Consultant work at the executive level and use a variety of classified and unclassified databases, software applications, and other intelligence research tools to identify, assimilate, examine, interpret, and evaluate all-source information/intelligence to determine the strategic nature, function, interrelationships, personalities, capabilities, and intent regarding the intelligence capabilities of foreign powers, international terrorists and other entities and activities of CI interest.
