<p>Qualifications</p>
<p>REQUIRED EDUCATION/SKILLS Bachelor’s Degree and a minimum of 8 years of relevant intelligence analysis experience, 20 years of specific intelligence experience may be substituted for a degree.</p>
<p>Knowledge and experience at the COCOM level in Computer Network Operations; Computer Network Defense or Threat Analysis; completion of either the Joint Network Attack Course (JNAC) or the Basic CNO Planners Course (BCNOPC).</p>
<p>Must have completed the Certified Ethical Hacker (CEH) and have experience in Cyber Threat Analysis and Vulnerability Assessment. The incumbent should be knowledgeable in the collection cycle and have demonstrated the ability to express critical thinking skills in complex writing and analysis tasks.</p>
<p>DESIRED SKILLS</p>
<p>A seasoned All Source Analyst with a cyber-background is HIGHLY preferred. Technical background and training is a definite plus.</p>

<p>2. Review and analyze input from supporting organizations to develop a Risk Management Decision Package (RMDP) and/or prepare input to the supporting organization&#8217;s RMDP.</p>
<p>3. Develop NETCOM CIRM policy and procedures for Government approval.</p>
<p>4. Update and maintain the list of NETCOM Critical Assets in the SMADS database.</p>
<p>5. Prepare and conduct all NETCOM CIRM meetings and briefings.</p>
<p>6. Identify HW NETCOM CIRM-related manpower requirements.</p>
<p>7. Oversee or participate in onsite CIRM assessments and remediation working groups.</p>
<p>8. Support the planning, coordinating, and executing of all aspects of CIRM assessments assigned.</p>
<p>9. Update list of critical assets and enter and maintain this information in the SMADS database</p>
<p>10. Become familiar and maintain current mitigation and remediation statuses on all NETCOM Critical Assets in the Core Vulnerability Asset Management Program (CVAMP) Database.</p>
<p>MINIMUM JOB REQUIREMENTS:</p>
<p>Education: Bachelors degree in Business, Management, or applicable field preferred.</p>
<p>Experience: Possess expert knowledge in CIRM analysis.</p>
<p>Possess full range of program management knowledge necessary to implement CIRM program.</p>

<p>Candidates will also perform the following:</p>
<p>- Perform link and social network analysis, geospatial analysis, CIED/COIN analysis, and responding to requests for support</p>
<p>- Develop, coordinate, facilitate, and perform irregular warfare intelligence analysis activities consistent with program requirements using state-of-the-art IWA methodologies</p>
<p>- Provide analytical reach-back support to forward deployed Irregular Warfare analysts</p>
<p>- Conduct operational analysis on insurgent organizations</p>
<p>- Apply state-of-the-art analytic technology to accomplish data mining, data fusion, predictive pattern analysis, geo-profiling techniques, and temporal analysis techniques drawing on (but not limited to) the Combined Theater &#8211; Analyst Vetted, Relational Structured (CT-AVRS) database, Palantir, Analyst Notebook, ArcGIS 9.3, Tripwire Analytic Capability, Multi-Media Messaging (M3), A-SPACE, Combating Terrorism Knowledge Base (CTKB), and INTELINK-TS/S/U</p>

<p>- Principal-Level Analysts: 10+ years related experience as an intelligence analyst</p>
<p>- Experience conducting Irregular warfare, Counter Insurgency, Counter Terrorism analysis</p>
<p>- Experience with geospatial and data mining tools, such as CT-AVRS database, Palantir, Analyst Notebook, ArcGIS 9.3, Tripwire Analytic Capability, M3, A-SPACE, CTKB, and INTELINK</p>
<p>- Excellent research and writing skills are required</p>
<p>- Position may require deployments to Iraq, Afghanistan, or other areas of the world for durations of a few weeks to 4 to 6 months.</p>

<p>The SENIOR COGNITIVE BIAS ANALYST – SERIOUS GAMES will provide support to a major national intelligence research agency in its quest to experimentally manipulate variables in Virtual Learning Environments (VLEs) to enable user recognition and mitigation of cognitive biases. This role will create serious games to train participants and measure their proficiency in recognizing and mitigating the cognitive biases that commonly affect all types of intelligence analysis. The cognitive biases of interest that will be examined include: Confirmation Bias, Fundamental Attribution Error, Bias Blind Spot, Anchoring Bias, Representativeness Bias, and Projection Bias.</p>
<p>Expertise in:</p>
<p>•	Social science research methods and data analysis</p>
<p>•	Serious games state of the art</p>
<p>•	Research in judgment and decision making</p>
<p>•	Development and validation of psychometric assessment instruments</p>
<p>This position will provide technical support and report directly to the Research Office’s Program Manager (PM).</p>
<p> Education Requirements: Masters Degree in cognitive, experimental or social psychology computer science, or other related field, plus:</p>
<p>Professional Experience:</p>
<p>•	10 years experience in relevant areas, including research in cognitive bias and decision making and/or psychometric instrument development.</p>
<p>•	Technical expertise and recent experience with the definition and implementation of valid social science methods, with protocol definition and with IRB regulations and processes.</p>
<p>•	Demonstrated strong writing, communication, and organizational skills.</p>
<p>•	Additional experience within the Intelligence Community or other government-run analysis and evaluation is desired, but not required</p>
<p>Security Clearance Requirement: TS/SCI with current polygraph at award is desired; will consider other candidates who are highly qualified.</p>

<p>Overview: Provide the Army Transformation Team Alaska (ATT AK) on-site Department of the Army (DA), G-8 liaison support with emphasis on military installation/site coverage and a focus of coordinating the operational aspects of equipment fielding and reporting on any equipment concerns/activities with G-8 interests, between the installations, HQDA, and other Army representatives as appropriate. The purpose of the coordinating and reporting is to facilitate equipment fieldings in support of the ARFORGEN process and the Army G-8.</p>
<p>Education and Experience Requirements: Must have the minimum of a Bachelor’s Degree and a minimum of four (4) years’ experience in performing Force Development related military duties or in providing professional force development related management/engineering services with a bachelor&#8217;s degree in a technical, scientific, business, or other field relevant to the support in which the individual is performing. Force Development experience is defined as experience in translating Army materiel requirements into programs synchronized across the DOTML-PF domains in a fiscally constrained environment.</p>
<p>Responsibilities will include:</p>
<p>- Coordinate the operational aspects of equipment fielding to include the following:</p>
<p>- Review status of fielding, prepare status reports and provide USARAK liaison support with fielding analysts.</p>
<p>- Assess issues and draft resolutions to meet productivity, quality and unit-satisfaction goals and objectives.</p>
<p>- Develop mechanisms for monitoring progress and for intervention and problem solving with equipment fielders, analysts and unit representatives. Establish forums for reviewing progress and resolve issues related to fieldings and New Equipment Training.</p>
<p>- Assist with quality control by monitoring the development of the unit equipping database and the install yard database and reconciled differences to ensure accurate and timely information is inputted to the databases.</p>
<p>- Coordinate install yard projects for units needing equipment installed in tactical wheeled vehicles.</p>
<p>- Coordinate with property owners for space and support for install yard operations and schedules equipment installers to meet the training schedule of the gaining units.</p>
<p>Draft input to planning documents for new unit activations, unit reset and transformation.</p>
<p>- Assist with managing the fieldings of equipment to US Army Forces in Alaska.</p>
<p>- Review shortage lists, equipment authorization documents and property accounting documents to identify equipment shortages for new units and units undergoing reset to prepare for future deployment.</p>
<p>- Initiate contact with Army Project Managers (PM) to coordinate a plan for filling shortages. In coordination with the gaining unit and the fielding PM, draft a schedule for training soldiers on the new equipment and a schedule for issuing the equipment to the unit&#8217;s accountable officers.</p>
<p>- Attend frequent meetings with the various equipment PMs and the unit representatives to facilitate successful fieldings.</p>
<p>- Track equipment shipments and notifies gaining unit property officers of equipment schedule.</p>
<p>- Coordinate for de-processing, winterization, or repair as required to insure that equipment is prepared for unit acceptance.</p>
<p>- Maintain copies of issuing documents. Insure equipment fielding schedules meet the training requirements of the gaining unit. Elevates schedule issues that affect unit training.</p>
<p>- Monitor the processes of New Equipment Training (NET) and equipment issue to insure that soldiers are properly trained and that equipment is accurately accounted for by the gaining unit.</p>
<p>- Provide assistance with management oversight of materiel fielding teams. The contract shall monitor fielding actions and provide recommendations for fielding issues resolutions.</p>
<p>- Provide weekly or more frequent updates on fielding schedules and execution by entering data in Excel documents.</p>
<p>- Draft and published approved schedule for NMIBs, NET, and fieldings in coordination with the equipment fielding analysts. Identify and coordinate space (classroom, motor pool, etc) for PM provided training events and NMIBs.</p>
<p>- Produce a calendar with event related information on the events and publish it online to be available to unit representatives, staff, and leaders.</p>
<p>- Collect and integrate various equipment lists (EXCEL), MTOEs, and unit CPLs into a relational database that can be queried to produce reports for analysis and dissemination.</p>
<p>- Insure currency and availability of the unit systems architecture product (NETVIZ) create an online vehicle configuration data base to support install yard operations, and produce reports on installation progress.</p>
<p>Security Clearance: Must have the minimum of a Secret clearance.</p>

<p>- Have an understanding of the processes and procedures found in Chairman, Joint Chiefs of Staff Instruction (CJCSI) 3170.01 “Operation of The Joint Capabilities Integration and Development System” (JCIDS).</p>
<p>- Assist in conducting reviews and analyses of JCIDS documents related to the functioning of the Joint Requirements Oversight Council (JROC), Joint Capabilities Board (JCB), Functional Capabilities Board (FCB), Army Requirements Oversight Council (AROC), Army Marine Corps Board (AMCB), Army War Production Board (AWPB) and Army Requirements and Resourcing Board (AR2B).</p>
<p>- Have an understanding of the processes and procedures found in Department of Defense (DoD) Instruction 5000.02 “Operation of the Defense Acquisition System”, and the Defense Acquisition Guidebook.</p>
<p>- Assist in conducting reviews and analyses of acquisition documents related to the functioning of Cost Review Boards (CRB), Overarching Integrated Product Teams (OIPT), Study Advisory Groups (SAG) and Joint SAGs (JSAG), Army Systems Acquisition Review Council (ASARC), and Defense Acquisition Boards (DAB).</p>
<p>- Ability to extract and analyze data from various databases and collaborative programs used within G-8: Force Development Investment Information System (FDIIS), Army Flow Model and Equip The Force (EQ4) module, Army Knowledge Online (AKO), Acquisition Information Management (AIM), Continuous Early Validation (CEaVa), SSN-LIN Automated Management and Integrating System (SLAMIS), Equipment Common Operating Picture (ECOP) and the Force Management Web Site (FMSWeb).</p>
